The Medical Licensure Commission of Alabama has revoked A
Gadsden physician’s medical license for what they term serious violations,
including repeated sexual misconduct and dispensing a controlled substance for
nonmedical reasons. Louie Franklin
Hood’s license was suspended in September and was revoked March 26 by the
Medical Licensure Commission of Alabama. The commission also fined Hood
$30,000. The commission found Hood
sedated a patient with Verced on two occasions in May 1987, then engaged in
sexual activity with the patient. It said Hood also had inappropriate romantic
and/or sexual relationships with six other patients while they were under his
care. The commission found Hood also had
an intimate relationship with another patient, and provided that patient with
controlled substances without conducting a proper evaluation and without
documenting the person’s need for the drugs in the medical record. Hood’s application to practice medicine in Alabama
also was found to have major issues. The commission said Hood on his 1990
application denied having an action relating to the performance of his job as a
doctor settled out of court and denied having previously seen a psychiatrist. According to the commission, Hood admitted
during a September evaluation that he settled an action in 1986 that alleged he
committed sexual misconduct in the practice of medicine, and admitted the
allegation was true. He also acknowledged seeing a psychiatrist in 1971. Executive Director Larry Dixon of the Alabama
Board of Medical Examiners said Hood had gotten into trouble for his
relationships with patients in Florida before coming to Alabama.
